FCC Creation and Appointment
In 1993 the Florida State Legislature established the Family Care Council (Section 393.502). The Family Care Council (FCC) advises the Agency for Persons with Disabilities (APD) on the needs of self-advocates and their families.
FCC Primary Functions

Assist in providing information and outreach to self-advocates and families.

Review the effectiveness of the Developmental Disabilities Program and make recommendations with respect to implementation.

Advise the Developmental Disabilities Program administrators on the community and family support systems in their area.

Meet and share information.
The Council may have up to fifteen (15) members appointed by the Governor. At least three of the members must be self-advocates and the remaining membership are family or guardians of qualified consumers.

How FCC's are Formed
There are 14 Areas (including 1 Region) in the State of Florida to administer services through the Agency for Persons with Disabilities (APD) to qualified individuals.
at the Local Level:
It is the goal of local FCC's to be active in their specific Area /Region and work closely with Agency for Persons with Disabilities (APD) administrators in representing individuals and their families.
In addition to supporting continued funding, the State FCC's are actively involved in representing the individuals and their families at state meetings researching and reviewing program improvements and changes.
at the State Level:
The Councils work closely together representing individuals with developmental disabilities and their families as a united voice. Through the Family Care Council Florida (FCCF), chairpersons meet bi-monthly for education and to share information.
Many Family Care Council (FCC) and Family Care Council Florida (FCCF) members are on various committees, initiatives, and task forces throughout the state.
